While writing a post you can find the Permalink option under Link section to your right side panel. Under the Permalink you have two option Automatic and Custome. Click on the custom button and edit the URL as per your blog title or use targeted keyword related to your post.

Blog Post title is very much important. Keep the blog title in between 60 to 65 character. It is very good if you show blog title before post title.
Google shows only 65 characters in search results, you should display post title first. otherwise this should harm to your SEO.

1.Login to your blogger account blogger.com.
2.Then Go to Template->Edit HTML
3.Find the code Ctrl+f

And replace With

4. Save Template
